Very active in his community Harley served for many years as the President of East Bay Little League and East Bay Buccaneers. In 1997 he petitioned Hillsborough County for a $500,000 grant to build a complex at the East Bay Buccaneer practice facility. However; faced by unforseen red tape the complex project failed to materialize. Still focused on the community Harley contacted the local East Bay High School with the funds needed to light the baseball and softball fields so that evening games could be enjoyed by all. Harley loved his family more than anything. He loved having everyone over for fish fry's or barbecues.
